The message is in “Inglish” (Indian English). So it does target the literate! Some one who can ‘read’ “English”!
But will the english reading crowd enter a tent like this to cure themselves of the ills listed?
I have seen similar tents on the kodigehalli – tindlu road, blaring a message, over the loudspeaker in kannada, hindi etc, advertising roots and shoots from the Himalayas, oil of snakes etc that they say will cure you of practically anything and very cheap. They are here today and gone tomorrow.
Which of our citizens still frequent such places, why? And do they need our help?

A panacea for all ills
